After searching autotempest for reasonably priced WRX’s I learned a couple things… 1. WRX’s in general are worth more on the west coast (surprise, surprise less rust), and 2. it is fairly difficult to find a non-salvage title, drivable, manual transmission WRX for less then $4,000. Below is what I found:
2004 Subaru WRX Wagon Manual Transmission – $3,650
2002 Subaru WRX Wagon Manual Transmission – $1,800
no mention as to what is wrong with this one, the price is suspect. Worth investigating.
2003 Subaru WRX Manual Transmission – $3,800
This one has a JDM engine and transmission swap but is missing the cluster and front bumper. Price point makes it worth investigating further…
2002 Subaru WRX Wagon Manual Transmission – $5,000
This one comes with a thousand dollars worth of spare aftermarket performance parts and if you didn’t want, seller would knock that off the price making it $4k obo. Lots of maintenance and aftermarket parts could make this one worth a look.

Completely stock with good maintenance records.

I like the white ones. Looks to be in good condition.
2003 Subaru WRX Wagon – $3,200
Needs wheel bearing and paint but if engine and transmission are good then not a bad price
2004 Subaru WRX Wagon Manual Transmission – $2,900
2002 Subaru WRX Wagon Manual Transmission – $4,000
engine replaced by dealer with receipts/paperwork
2005 Subaru WRX Wagon Manual Transmission – $3,800
2002 Subaru WRX Wagon Manual Transmission – $3,000
New engine and clutch put in by previous owner and has paperwork. Low miles.
